interesting about the video game technique. that example reminds me of hdr, which is a photoshop technique that ups the contrast to make things more...fantastical i guess? (check it: http://www.flickr.com/search/?q=hdr&w=all#page=2) i wonder if they are 'cel-shading' as you say? i loathe hdr for photos, because it alters them too much, and often messes up a perfectly good shot, and i'm kind of naturalist when it comes to photography (this coming frm a digital camera user). but for video games this effect pretty intense!
